Wisconsin License Plate

What is a Wisconsin License Plate?

The Wisconsin Department of Transportation issues all registration plates through its Division of Motor Vehicles. WisDOT sets registration policy according to Section 341 of the Wisconsin Statutes, while DMV customer service centers handle titling, plate issuance, and renewals in person.

The current general plate features black characters on a white graphic background. WisDOT launched the Blackout (white on black) and Retro Yellow designs at the end of 2025, both available as specialty options through specialplates.wi.gov.

Types of License Plates in Wisconsin

  • General plates are automatically assigned upon registration. A replacement plate costs $6 per plate according to Wis. Stat. § 341.16.
  • Over 50 special designs cover causes, sports teams, conservation groups, and professions. Most carry a $27 issuance fee plus a $25 annual donation in addition to the base registration fee.
  • Personalized plates cost $15 annually for yearly registrations, ordered through WisDOT’s Special Plates Unit or via specialplates.wi.gov.
  • “Medal of Honor” and “Ex-Prisoner of War” plates have $0 registration for the first qualifying vehicle. Disabled veteran plates require only the standard annual registration fee, with no additional issuance fee.
  • Collector plates suit vehicles 20 or more years old, requiring a one-time $50 issuance fee plus double the annual registration fee for lifetime registration.

A full catalog of plates is available on the WisDOT plate fees page.

What Vehicles Require License Plates in Wisconsin?

Any motor vehicle, trailer, or semi-trailer operated on Wisconsin highways must be registered according to Wis. Stat. § 341.04. New residents must title and register immediately upon establishing residency, per § 341.40(2).

  • Cars receive two plates and pay $85 annually, plus $12 for new plate issuance. Municipalities and counties may add a separate wheel tax.
  • Motorcycles or mopeds receive one rear plate for $23 biennially, with a $6 issuance fee.
  • Recreational trailers cost $15 annually with one rear plate. Semi-trailers pay a one-time $50 fee for permanent registration.
  • Light trucks weighing 4,500 or 6,000 pounds cost $100 annually; at 8,000 pounds, the fee rises to $116.60. Heavier trucks follow a weight class schedule according to the WisDOT fee chart.
  • Electric vehicles add a $175 annual fee, and hybrids add $75, in addition to the standard registration fee for cars and trucks weighing 8,000 pounds or less according to the WisDOT fuel fee page.

License Plate Rules in Wisconsin

  • Two plates are required for cars and light trucks, one mounted on the front and the other on the rear. Motorcycles, mopeds, trailers, and semi-trailers receive one rear plate. Tractors and road tractors place their single plate on the front. Wis. Stat. § 341.15(1) governs placement for all vehicle types.
  • Plates must be firmly attached in a horizontal position and kept readable at all times according to § 341.15(2). Covers, coatings, or any substance that interferes with normal plate reading violates § 341.61(3), which also prohibits twisting, painting, cutting, or altering any part of the plate.

Is Driving Around with No License Plate in Wisconsin Illegal?

Operating a vehicle without displaying an issued registration plate is a civil violation. The display rule under Wis. Stat. § 341.15(3) covers missing plates, improperly mounted plates, and plates that have become unreadable due to dirt or foreign substances.

Displaying a plate assigned to another vehicle falls under a separate statute. Section 341.61 treats lending, borrowing, or displaying proof of registration not issued for that vehicle as a separate offense with a higher maximum penalty than simple failure to display.

What is the Penalty for Driving Without a License Plate in Wisconsin?

Wisconsin treats plate and registration violations as civil offenses rather than criminal charges, but fines quickly escalate from a basic display ticket, and fraud crosses into the realm of criminal offenses.

  • Failure to display an issued plate or displaying in a non-rigid, non-horizontal, or obscured manner incurs fines up to $200 according to § 341.15(3).
  • Displaying a plate not issued for that vehicle, altering any character, or applying a substance that interferes with reading raises the ceiling to $500 according to § 341.61.
  • Operating with a fake or imitation plate also incurs fines up to $500 according to § 341.62.
  • Transferring or selling a counterfeit, forged, or fictitious plate is a Class H felony according to § 341.605.
  • Operating an unregistered vehicle incurs fines up to $200 for vehicles weighing up to 10,000 pounds or up to $500 for heavier vehicles according to separate registration suspension provisions § 341.04.
